Coat chicken pieces with flour and fry in oil over medium heat till light brown. Remove chicken and set aside.
Saute garlic, onion rings until translucent, and green bell pepper.
Cook and stir over medium heat.
Stir in tomatoes and remaining ingredients, and add chicken to sauce. Cover tightly: simmer 30 to 40 minutes or until thickest pieces of chicken are fork tender.
